J. Reed Stephan is a retired healthcare executive with over 30 years of experience working with people with disabilities.
He holds a Master’s in Rehabilitation Counseling from the University of Florida and a Bachelor’s in Health Education.
Recently retired from Florida's Agency for Persons with Disabilities, he served as an executive for over 12 years, managing eligibility determination, waitlist case management, and CRISIS Waiver enrollment, and providing expert testimony in administrative hearings.
His credentials include Certified Vocational Evaluator, Certified Rehabilitation Counselor, Certified Case Manager, Senior Professional in Human Resources, licensed Assisted Living Facility Administrator, and FEMA Professional Development Series graduate.
Melinda Kretschmer holds a Master of Education from the University of South Florida and brings a wealth of experience to her role as an advocate for individuals with developmental disabilities. With a strong background in administrative management, project coordination, and client support, Melinda is deeply committed to offering top-notch customer services to our clients.

Assistance Care Management & Coaching can help with applying for services through Agency for Persons with Disabilities (APD). APD supports individuals with unique abilities and their families in living, learning and working within their communities by creating multiple pathways to possibilities. APD identifies the service needs of people with developmental disabilities, and those individuals may receive social, medical, behavioral, residential, and/or therapeutic services. Further, a regular review of paid Medicaid claims for individuals served by APD is conducted by the agency. APD utilizes more than 60 separate review procedures relative to processing Medicaid claims. Based on these reviews APD, in conjunction with AHCA and the Attorney General's Office, carries out or oversees Medicaid recoupment for improper claims.
